KingK7 - true - that is a very basic operation. What I am talking about is where Google could be able to examine, match, and penalize based on WHOIS info. They may have the technology to do that now, but probably not the rescources.

That's what the danger of duplicate pages is not as bad as you think it would be. Page Rank and Reputation already do a good enough job of sending dupes to the bottom. The days of stealing someones code and riding it to the top is near over. Which, as a by product, will dimiinish the value of cloaking. It would take a tremendous amount of rescouces to find and crossreference every duped page. The same could be said for WHOIS info.

Probably a lot of the WHOIS info gathering and penalizing is done by human hands. They probably only have some sort of mechanism which can flag it.
