is illegal because is not regulated and goverment doesn't get a cut on the transaction. It has nothing to do with morals.
On the other hand, perhaps hookers could get by if instead they fuck for donations... and establish a minimum donation of X amount of dollars (their regular fee). Hell, they could even give symbolic receipts for the donations.
