Design is an art,not a science. Engineering is a science until a bridge collapses. The towers were engineered to *potentially withstand a collision* with a 707 at takeoff/landing speeds of around 160knts. The amount of kinetic energy delivered from a fully loaded 757 at nearly 500knts could never be engineered and still built economically.
