yes its quite common, i know of one site on the top of a VERY high traffic search term on the top of google , it hasnt got fake pr, but the links that google thinks it has, just are not there at all, not long after the cached pages are crawled again the site will go down the serps.
but its just slightly anoying when someone bullshits you into a link exchange,(with a pr5 website) and then when you "ask" them if they are sure its not fake pagerank they just bullshit you again, and then when you prove it to them they bullshit you again, when they knew it never was a pr5 website which is why he wanted to do link exchanges in the first place.
"ive got a website thats got little or no pagerank, no links in google, my server just got hacked, and im blaming the host for it, and all of a sudden my pagerank has increased to a pr5 and my site has taken all the pr from another site on my server - so pr6 websites please link to me so that my pagerank can go up"
it doesnt work does it.

A little offtopic, but the problem of PR spoofing happens quite with mainstream sites (judging from forum posts about this issue) as well: people buy domains with page rank or spoof the page rank, they build a link directory and get tons of submissions cuz submitters think they are getting listed on a PR 4 or PR 5 directory, the PR sinks, the seller doesn't care because he has a "fully stocked" directory site that he sells for $$$.
