Couple or three times over the summer, more if needed. Once or twice in the fall, then once near the end of winter when the snow starts to melt.
No point in washing it during the winter, the doors and windows end up freezing shut.
During the spring melt - also no point, the streets are wet every day. Drive two blocks and your car is filthy again. Better to wait until everything dries up.
Cost me about 5-7 bucks per wash (including interior vacuuming). Roughly $40 per year at most.
