what those people mean is that their best friend pet is totally dependent on them, like a child, returns unconditional love and gratitude to them and is always there for them - which is a lot more than you can about human friends usually.
exceptions would be old people who have no family nearby or family that ignores them and their friends are gone - for them pets may truly be their best and only friends.

Meta Man is right that pets don't take the place of human interaction, but I think they certainly add to life in another, different but also very fulfilling way.
