I lived there for two years just prior to returning home to Denver last summer.
They have one of the best if not the very best transit systems in the US.
As for the weather, it will rain and rain and then rain some more all winter long. My first winter there it literally rained once for three weeks straight. I'm talking 24 hours a day without even a moment's break. They get more days of rain than Seattle. You learn to get used to it. You have to.
Once Summer hit, there was nowhere else I wanted to be. Absolutely beautiful! Fall is terrific too. The colors change and they stay for what seemed like months as they rarely get hard freezes.
You have the mountains, the ocean, a nude beach on the Columbia River, & Seattle too a fairly quick drive away.
As for the people, it's populated with overeducated/underemployed humorless hipsters who all think they're the latest greatest thing.
It is the whitest major city in America. No joke. There really are no black or Hispanic people. I seriously think I saw three in two years. OK, maybe 4.
If you've ever been to Boulder, CO or Berkeley, CA, multiply that feel by 10.
PDX Dress Code = Black hoodie and full beard for men and a black hoodie and no bra for women.
