Not to compare Hitler to Saddam (Hitler was smarter), but you are correct... if we tried to remove the Nazi party from power by assassinating Hitler, and thinking NO ONE would be able to take his place, we'd have all been speaking German by now.
The fact is, is we assassinated Saddam, and that was ALL we did over there, you would have seen FAR MORE horrors coming from that part of the world. His sons and some of his henchmen are even MORE extreme and brutal than he is. If they took power, that country would be running on Kuwait and Iran, and at war with Isreal...who knows what.
You can't just assassinate a leader, and think it's all over. YOu need to get in there, take out the regime, and establish some control in the region, or you're setting something chaotic in motion that's potentially even worse than a few 1000 civilian casualties. It would be mass-chaos resulting in possibly hundreds of thousands of casualties.
