First off doubt you dude is carrying proper insurance at those rates. Keep that in mind and perhaps ask to see his proof of insurance. Unless you like the risk of course.

Shrubs may need to be pruned a couple times a year, to weekly depending on the type of shrub, your zone, and watering habits. Roses pretty much need a good whacking twice a year plus deadheading each week while in bloom. Which should stay in bloom a good chunk of year if they were properly trimmed at end of fall / start of spring, and of course fertilized and fed properly.

Also curious about the fertilizing. Do you have a very small yard? I ask because a typical 1/4 acre lot can take up 15-30 bucks of fertilizer per spreading - not including any special plant fertilizers etc. Just strictly grass fertilizer/weed killer combo (assuming your OK with the use if such chemicals).
