If you like to party, often.. If you want higher end shopping, if you want higher end homes, clubs, bars, more of everything... including heat, then Phoenix would be home.
Phoenix is a huge city, where Tucson is very small. Take an hour max to drive across Tucson in rush hour. It's a rather calm city, calm living, huge ass amount of hippies too.
Club wise, Tucson blows balls. We do have some, they are mildly entertaining. Bar wise, Tucson rocks.. bar, after bar, on every corner, and most are actually great bars with great people in them. Same with food, some of the best food in the state in here.
Entertainment wise, Tucson has plenty of it, and what doesn't come here, is only a 2 hour drive away to Phoenix. At that, any parties, industry social events, friends, etc... Just drive up to Phoenix and stay the night.
Cost of living, Tucson for a city, is super cheap. Houses, land, food, entertainment, all of is cheap. No dust storms, always 10-20 degrees cooler than Phoenix, monsoons in the summer and 9 months out of the year absolutely rock weather wise, 300 days of sunshine, 1 foot of rain all year, most of it during the monsoons, 2-3 weeks of Winter.. It's heaven.
I also play golf.. year around.. and lots and lots of old people here to take money from. I have a few courses within 10 minutes of me, 50+ courses within an hour drive, 200+ courses within 2 hours. That would be why I live here.. and the weather.
