Not to knock you off your horse, but that idea sounds pretty lame, omygosh. Nobody is going to shoot content to your spec if there's not exclusive dollars being wired to their bank account. Also, shooters don't shoot for people who work within a "starter budget".
There's so many wanker "content buyers" out there that just simply aren't serious about committing their money to content. Basically they want shooters to front the money for their projects, for a pittance of a return - if any. I realize that's the hope, and not necessarily the reality - I guess one can dream, right?
If you're not committed, then licensed content is your only option. Or a business loan. Maybe you should be talking to a bank, not scouting photographers.
