Note that anything IP based, including MaxMind's geoip, is going to cause load
proportional to the total amount of traffic. For lots of traffic, looking up all of those
IPs could be a significant load. Fris's technique based on the language preferences
of the browser would likely be more efficient. Also note that any geoip is not anything
like 100% accurate. I believe maxmind claims something like 85% accuracy outside
of the US.
On a related note, Strongbox will let you block certain countries from your members'
area, but it sound like you're talking about your tour.
