I think you come dangerously close to stalking with what you're saying. Honestly, once you've broken up, it's technically over. Calling the girl's parents, sending cops over to her house, and other things is not right. I don't care how much you care for someone, when they break it off, you shouldn't be doing that kind of stuff. She's an adult too and is ultimately responsible for her own actions. I know it can really suck, but such is life. There are a ton of girls out there.
I guess I also don't see why her new environment is so much worse than her old.
