Honest answer... yes, I think there is potential for any model. I know web girls that aren't what most here would call "hot" and they make enough money to live solely off their sites.
In the single model site game, personality goes a long way. If your brother is just going to throw up some pics and vids, the site will probably fail... but if she has personality and gets involved, then the potential is there for sure.
