I need a Windows programmer

Bare with me... I really have no idea what I'm talking about, I just know what I need.

I need some sort of system monitor or some kind of software to detect when a particular application "freezes" or performs in a way that it is not supposed to freeze. Upon detection, this monitor will essentially need to run the computer through a reboot process and also make sure several applications are running and several settings are in place upon reboot.

Does that make sense?

If you have experience programming applications to work in conjunction with a "USB trigger" that would be great as well. By "USB trigger", I simply mean a button of sorts that is connected to the computer through the USB port.

The operating system is Windows XP. Windows Vista compatibility is essential as well.
