Best country based on what? The UN Human Development Report rates the countries in terms of their "human development index": a statistical analysis of factors that influence a person's quality of life, such as per capita gross domestic product and life expectancy.
Might look that up, USA not at the top, but not far behind either. Iceland was the best on 07/08, USA 12th.
