He tried contacting them for five weeks and got no response. Only when he brought it to the boards after attempting to contact the program in every way he knew how did the program finally look into it.

He probably mentioned 2004 in the emails because he was explaining the situation and his using statsremote; his search using that program was from 2004 forward I'm guessing, I don't for sure without having seen the email. But those are the very communications you're being critical of the guy for not making. What is the affiliate supposed to do when a program doesn't respond, just take it in the ass? He brought it public and good for him and us he did, so we can see the ethics of this program owner too.

Regardless of when sales are made and how long a program sits on affliates who haven't yet hit their minimum, once the affiliate makes the minimum payment amount, they need to get paid. Accounting is from the existence of the program and not any other date, as CCBill gladly accounted for you in your situation under $100.
