Unfortunately, it's people who DON'T pay anything for ambulance rides, ER visits, surgery etc. that are one of the main reasons those of us that pay for health insurance keep seeing our premiums rise.
Doctors and hospitals have to compensate for bills that aren't paid (the little hospital in my town is close to going out of business because of non-payment from the uninsured), so they raise their rates. Higher rates means the insurance company pays more for those that are insured. They in turn charge the policy holders. Nothing's "free" in life - SOMEONE is paying for it.
