I'd be willing to be those are two image overlays. The background image shot in HDR, and the foreground with strobes. You cut the foreground and blend it into the background. So you get the perfect lighting in the foreground, but still get the classic depth with the HDR background.

It's both, and lots LOTS of photoshop. Most of his "photos" are sets of 10 (give or take) photos, with HDR and lighting techniques used.

Example: http://www.davehillphoto.com very first photo (the black car, looks like 50 cent and some other guys).

Those guys probably weren't even in the shot with that car, they're prob spliced into that particular car. The tires on that car were probably not on that car, and it probably wasn't that low. The ground is for sure spliced in. The night sky, spliced in. That industrial stuff in the right background, spliced in. The three lights, spliced in. The garage / overhang, spliced in.

God knows how much more has been spliced in.

His stuff is all photoshop.
