sounds like they just swapped drivers as they drove by the depot. at first it may sound strange/evil/sick but follow this scenario.
The ambulance guy is getting off work and ready to check off for the day , on the way back to the depot he hears a call that is very close to where he is at , so to SAVE time , instead of letting another ambulance get the call he says " i'll grab the guy and swing by the depot to do a driver switch " , this may have actually SAVED time not wasted it.

Thing is, the hospital was so damn close. Common sense says he should have just taken the patient there.

Well, you know what they say about no good deeds going unpunished.
With any luck this thing will be
properly investigated and if it played out like you suggest, they'll cut the driver some slack.
