People in Holland have to be 18 to appear in porn videos or photos.
All professional Dutch producers have models sign modelreleases (often in Dutch and English both) and ask for ID (which they copy/scan and photograph next to the face).

The translated piece from the Dutch news site where this was taken from was only reffering to consumers uploading their own private pics&vids from around the world and where the government agreed that a webmaster could never verify the exact age.
The context was not CP but if a girl was nude and 17. CP is illegal in Holland and very much hunted by the police & governenment and perps will be imprisoned for sure.
In the translated piece it says the age of consent is 16 but that does not apply to pornography on video or pics or with prostitution.
