The Senate is a whole different beast. Cloture is gonna require 60 because Obama will be feeling Fed heat big time (they already hired PR firms to stop this), so he will not want this coming to his desk. 39 Republican senators (maybe you will get 30-35 of them) and you still need up to 25-30 Democrat Senators to sign on.
House members often say bills go to the Senate to die.
