This could entirely be correct. Database crashes or server issues when the postback script tries to connect, or if there are server moves. The biller is counting rebills but the data isn't being posted back to the NATS software.
It's not a problem with NATS or TMM. NATS isn't responsible for accounting in a program. Pretty much any script in existence can have an issue like this. And the fact that the rebill DID post pretty much proves there is nothing shady at 21asextury.....
