Will not help if you just stop prosecuting, the whole Idea is to tax people who want it and get us in a little bit better financial situation as a country (countries). Tax consumers AND growers!!!
As for quality I am sure they will be clever enough to have more then 1 quality at more then 1 set price. Just like liquor or cigars, you have cheap liquor and you have fine liquor.
