You cant outright legalize it. Its not outright legal ANYWHERE. It should be de-criminalized down to a FINE for possession. Treat it like a DUI.
If you want America to be like Netherlands.. isn't it still illegal their? I thought their government just looks the other way when its sold under controlled circumstances in specific establishments? What happens to you in Amsterdam if you get pulled over with a pound of dope in your glove box?
