A declaration of military force is the same thing to us. We have so much red tape in this country that we have 10 names for the same thing.
It's just BS. No politician wants to be responsible for voting for a war that the American people later find unpopular.
The more civilized a society is the more they hate war so another name is slapped on it so blame can be redirected when things go downhill.
