It really depends on what you need the person to do. If you have the time to train them and explain EXACTLY what you need, then hiring someone in the Philippines is a good idea.
Since it's your first time, I would go with an outsourcing company because they make sure to get someone with the qualifications you need which by the way you also have to be very specific about. They also give them all the tools they need such as reliable internet connection, decent computer, etc. Plus they supervise them so you know that you're actually paying for them to work and not just site on their ass.
Finally, all of these perks of course will cost you more than just hiring someone on your own but until you learn the ropes, it will save you from bad experiences.
