PhantomFrog includes a Bandwidth Protection feature in which you can set bandwidth
restrictions selectively by member username. Frog also provides a 30-day bandwidth
history report by member which lets you monitor their activity. Also, download
managers usually log into an account to download a file using the same IP as
the person who initiated it, so downloads occuring under this kind of software
will be subject to the same restrictions.
Now, there is also a free Apache Module which works on Apache 1.x and 2.x
which may also be of use to you.
