I don't agree with you about SPEWS, but the nice thing about
SPAMPAL is you can individually select the blocklists you wish to use AND after that apply other filters like Baysian and Regex on top of that. SPEWS does not block individual SPAMMERS but targets the ISPs and hosts that ignore SPAM complaints. More and more ISPs are using their list.
It looks like many of notjoes "virgin" proxies have already been popped.
