There's only
1 that I know of that pays over 20% on referals, and it's only for a few months:
AWE pays
36% first four pay periods (2 months),
24% pay periods 5-8 (3rd-4th months). Feel free to correct me on this, if it is wrong.
Other than that, there's a few more that are pretty close to 20%, and they are lifetime as far as I know:
