I'm the GM of a strip club, that statement is 100% true.
You can walk into a strip club with enough money to pay cover and buy a drink, then find a girl who will stack a bunch of dances (dancing multiple songs in a row without collecting between... which a lot of girls do), and walk out without getting the shit kicked out of you.
All they can do is have you do if you can't pay is empty your pockets and then they have to send you on your way. They CAN call the police but it's ultimately not worth having a call to service on a liquor license (it's reported to the liquor board any time the police are called) or having to keep a guy there to get a few bucks out of him.
$20 would piss me off as I make a % of the money the girls make, but I would just have the guy kicked out and tell the stripper tough shit.
If she stacked a bunch of dances and lost out on big money (figure every 15 minutes @ 20 dollars a song it's $100 and you lose track of time when getting a little cock grinding) I would kick the guy out, 86 him, and yell at the stripper for about 20 minutes for being such a retard.
