The track unit you saw barreling down the track was a boom truck, most likely called out for cleanup. It's nothing more than a big truck rigged for track use. That guy was definitely flying way to fast, and if European .... dusty rail, he probably had the breaks on the whole time you saw him in that video. A heavy unit like that takes a good stretch to slow down. rainy days a boom truck can slide for hundreds of yards.

All in all, I'd say Croatia's on track regulations and general track maintenance probably just blow ass...
