If the domain is not developed, check the whois and make the owner an offer...half the time you will get lucky and they will sell for a decent amount.
Also check the drop lists, what I do when searching domains in the whois...I make a list of ones that are expiring soon, then try back ordering the domain, and you might just get it.
Looking at your avater pic, if your looking for a Japanese niche domain...sorry I have most of the good ones....good luck.
