I am guessing what you need is what the folks on this board specialize in...that being promotion and driving traffic to your site. I think a webmaster to handle the technical stuff is easy enough to find, perhaps someone here or even myself could do that easy enough.
I run some legal tube sites and that is all the rage these days. Those 2 or 3 minute clips really do more than a photo or a banner ad. I can convert any video file to a FLV and create a player for you, though you have to have the hosting for the files.
Once you get bunches of those setup and let the tube sites play them, I am guessing you will get the traffic you need
