They aren't facts. They're speculation.
Conspiracy theories, of which has been going on for a long long time now, about a mandatory vaccination program. It probably creeps up with every president. It was certainly all over these sites during the Bush years. It's like the boy who cried wolf. We'll never know what to believe, or when to believe it.
