Yes and that's exactly what's great about it for them.
There are like 5 different bills out there, that will eventually get reconciled with one another, and Obama hasn't specifically endorsed any individual bill.....but when the talking heads want to bash "obamacare" they get to use the tax number from the bill with the biggest tax increase, the cost number from the most expensive bill, the number of people covered from the bill that offers the least coverage, etc etc.
They get to point out the weak parts of each bill and try and hang them all around Obama's neck as if he wrote and endorsed each bill.
Intellectually dishonest, but effective. Pretty much standard republican M.O for the past two decades.
