It's the drug dealers. It's actually ingenious on their part...very easy to outrun the cop cars when you have a dirt bike and go to places their cars cannot fit in.
When they're not dealers, they're running interference...the cops go after them so that the dealers can do their biz.

I fucking hate them though. You cannot make it through the West side without encountering at least 10 of those fuckers.
I was so proud when I lived on the west side. Granted, it was downtown and in the 100 block, but I was still officially west side. I had street cred.
