so best strategy is to figure out how and where you can add and build up the value (to your customer)
Think from a search engines perspective - what do I want to see from inbound links. Links ARE CREDIBILITY. As fabuluous and efficient as Googles algorithms are, they cannot measure webpages like a human. A link however, must be seeded BY a human - a 'mark of approval' if you like. Backlinks is one of the factors Google and others measure human appreciation of a page (other factors may include time spent on page/away from search engine results page, depth of visit, number of times visitors return to site etc.).
Buying links isn't going to add value. Try substituting 'credibility' for links - you can't BUY credibility can you..
