I think its a problem with things being tight and a lot of people being under-capitalized, living payout to payout.
I am guessing less than 3% of the people in the industry could afford to pay all of their vendors if their income suddenly stopped coming in due to clients/banks/processors not paying them.
So basically one key funding source stops paying out, the program/customer is screwed and broke and screws everyone else down the line. Not by choice, but just cause they have no money.
