Because 100% total enforcement would cost more money than they would ever make.
Because without piracy, 99% of the software companies would be dead in the water. All of Adobe would be dead and we would all be using paintshop pro.
With out piracy most concerts wouldn't be packed with 10,000's of more fans, than ever before. Selling out more than ever before, to more bands than ever before.
And finally, unknown impossible to count, movies... finally being watched over the crap we are forced to pay for and given to, as they see fit for the people and the actors. Creating more fans, selling more 'non major studio' cd's than ever before. Making fan bases be 1000's times larger than ever before..
Without piracy... The Internet would be dead.
