Go to a different vet, that's retarded. My dogs got fixed when they were at 50 pounds already, as they had gone into their first heat a bit early and I had to wait it out. Turns out they both had an extra ovary, and it made their hormones rage harder, but you can get dogs fixed at ANY age.
I honestly wouldn't suggest breeding.. there are so many unwanted dogs in the world now, adding to the population of them just really isn't the responsible thing to do. If you do have purebred puppies, consider that you will have to pay their vet bills to have everything done etc etc until people can buy them, it can be really expensive.
