Not everybody pays 15%. A lot of times the house will take some of the money. Or the waiters will have to also pay out other staff members for their assistance. Plus, waiters make very low wages.

I think a good waiter at a decent establishment can make pretty decent money. A bad waiter, anywhere, is not going to make money.
