both true, but lets say he dies in jail.. His family will be extremely pissed and chances are that this would cause them to want to kill many more people. Sure, the families of the ones that he killed will be happy that he died in jail, but the end results will, in most cases, be much worse than the reason he was in prison for.
So I think letting him die with his family will help, in a way, to not have his family kill more people, maybe. (assuming that some of them are also terrorists). The families of the ones who died will be pissed, but it's better than taking a chance having more innocent people killed. That's just my opinion. Terrorists suck, but sometimes you need to do things to not create more deaths.
