I totally and 100% disagree with that statement. Content and Updates are primary and will do more for you then the links will. When I have clients ask me what is the best way to get good ranking on a budget I always say to update their site on a regular basis. I can also prove this theory with examples if people need me to do so, just hit me up

Also bear in mind good content will get you backlinks without the effort of asking for them.
