1. A paysite CMS (content management system) should be able to handle this for you. Just ask their support team. Check out ElevatedX, aWiz, or CARMA (also makes the NATS affiliate tracker).
2. Sounds good, might want to get a HD/SD hybrid cam it might not be easy for you to edit vids in HD. You will also probably need stage lighting equipment depending on where you plan to shoot.
3. Just put ads in the local paper, put up fliers at local college, should be able to find a model willing to do porn on one of the model directories like onemodelplace.com, I don't remember the name of the site for porn actors... something like adultwork.com, try escort directories also. Make some business cards and get the front-end of your website up with a link to a "Models Needed" section. Get a model photo/video release drafted up and take pics of their IDs and of them holding their ID and notarized model release would be even better. You might legally have to get STD check for actors depending on where you are.
