Honestly, rel nofollow tags are (as google recently admitted) a way of figuring out whos linking to bad neighborhoods.
Turns out, rel nofollow still actually pass page rank, though to a lesser degree, but a search engine's "trust" of your website may falter.Again, people who link to others and nofollow them obviously dont trust the website in question, and thus arent really casting a vote for internet popularity - aka page rank.
Moral of story, build quality, not quantity with your links and search engines will love you.
