Damn thats crazy. had no idea it was that bad there.
when i lived in downtown LA there was always dogs roaming the streets but never really bothered anyone, always kept to themselves. Occasionally would see a homeless person fight with one, but nothing bad.
i remember seeing someone run over a chicken that was in the street and someone came out yelling at them. guess it was either a pet or food
