Do big governments thing everything will always keep growing? I would say yes they do. You need only look at just about any government budget to see that most of them assume that they will bring in as much or more tax revenue each year as they did the last and they budget accordingly.

You were mentioning that a higher population could also lead to higher taxes. Vermont has a pretty low population, yet fairly high taxes. New Jersey has a smaller population compared to other major states, around 9 million, and also has one of the higher tax rates.
