Yep. I would understand the cut backs and layoffs and eliminating of some things if they budgeted wisely and shifted their money to where it is most needed, but still came up short. It just annoys me to see them spend money on something they don't need while getting rid of something they do need....
They could have taken that money and bought bullets and had training, but I guess that would have been too easy.
