Secondary Internet licensing of top JAV studios - it doesn't exist and will never exist. Nobody was bigger in JAV on the Net than 99bb.com, the owner admitted to me in confidence that they had no licenses. The big hitters of the JAV industry have no interest in marketing to Westerners, you can't even buy a DVD from a JAV studio website if you're not from Japan.

Could somebody in the US be claiming to have rights to license DVD's? that's possible.
